<p>In political debates, digitalization is often seen as a&#xa0;panacea for reducing bureaucracy. However, the hope for ‘automatic relief’ is misleading, as digitalization typically comes with additional bureaucratic costs. To ensure that digitalization contributes effectively and in a&#xa0;sustainable manner to reducing administrative burdens, institutional reforms are a&#xa0;necessary precondition, alongside measures to support the development of digital skills. In nine theses, this article highlights key aspects to be considered in the course of these reforms.</p>

In political debates, digitalization is often seen as a panacea for reducing bureaucracy.
