The article first outlines the overall picture that emerges in the current higher education system regarding the connection between research funding and threats to academic freedom. Building on this, a proposal is made to address the basic funding of professorships. The financial resources required to ensure that a professorship is capable of conducting research should be determined at the sub-disciplinary level. This would show the federal states what their employer obligation is so that their employees can adequately fulfill their duty to conduct research.
