Deutsche Außen- und Sicherheitspolitik gefangen in der Politikverpflichtungsfalle: Die Zeitenwende aus der Sicht der Politikwissenschaft

The literature review examines the debate about structural challenges and lack of adaptability of German foreign and security policy in the context of the so-called Zeitenwende, triggered by the Ukraine war and changing global conditions. Chancellor Olaf Scholz described February 24, 2022, as a Zeitenwende in European history, intended to legitimize new sanctions and investments in German defense policy. However, Germany has not realized a comprehensive strategic realignment and remains closely tied to the United States. The lack of German foreign and security policy can be explained by a combination of institutionalist joint decision trap and idealistic policy commitment trap which hinder its reorientation. Ideas, as well as institutionalist approaches, offer explanations for this structural immobility of German foreign and security policy.
