Enterprise Implementation of Virtual Health Resource Centers to Advance Digital Literacy and Virtual Care Utilization

Objective: The enterprise implementation of Virtual Health Resource Centers (VHRCs), modeled after technology “genius bars,” was designed to advance digital literacy and integrate telehealth, mobile health, wearables, and remote monitoring technologies into routine care. As a systemwide initiative across the Veterans Health Administration (VHA), VHRCs serve as centralized access points for patients and healthcare staff to receive hands-on training, education, and troubleshooting support. Grounded in adult learning and implementation science best practices, VHRCs apply standardized, evidence-informed educational methods to build digital health competencies and address barriers to virtual care adoption. By promoting consistent, high-quality digital engagement, VHRCs enhance healthcare delivery and enable scalable integration of virtual care technologies across an enterprise healthcare system. Methods: A stepped-wedge cohort design and structured implementation strategies guided deployment across Veterans Affairs Medical Centers (VAMCs). Using a train-the-trainer model, VHRCs were established through standardized toolkits, centralized infrastructure, and leadership support. A mixed methods design assessed reach, adoption, satisfaction, and effectiveness. Results: From October 2021 through September 2025, VHRC training was implemented at 81 VAMCs, achieving high adoption and fidelity. Patient satisfaction, digital literacy, and staff competency in advanced technologies improved significantly, accompanied by measurable increases in virtual care utilization. Conclusions: VHRCs represent a scalable, sustainable model grounded in educational and implementation best practices to advance digital literacy and virtual care integration across an enterprise healthcare system.
