<p>Analysis of the commuters’ mode choice behaviour is essential in transport demand management as it provides insights into individual travel decisions and aids in planning strategies to achieve specific transportation goals. Mode choice of commuters varies significantly across geographies and climatic conditions. While previous studies have focused on the influence of weather on ridership using meteorological data, they have largely overlooked the impact of weather-related perceptions of public transport (PT) on commuter decisions. This study addresses this gap by designing and administering a detailed mode choice survey in Srinagar, a cold region in India, with a focus on weather-related perceptions of PT. A Multinomial Logit (MNL) model is developed using cleaned data of 499 respondents to analyse the mode choice behaviour across three travel modes: private four-wheelers, private two-wheelers, and PT (buses). The findings reveal that weather-related transport perceptions, along with gender, household size, vehicle ownership, travel time, trip cost per kilometre, trip purpose, and transport expenditure, significantly influence mode choice decisions. The results indicate that enhancing transit infrastructure to mitigate the effects of harsh weather could improve PT attractiveness. These findings suggest targeted policy recommendations to enhance PT accessibility, reliability, and comfort, particularly in cold-weather geographies. The study offers valuable insights for policymakers and urban planners in developing cities like Srinagar, supporting efforts to promote a shift towards sustainable PT systems.</p>
