<p>Since roundabouts are a common type of at-grade intersection in many countries, this paper introduces a safety index for assessing risk, evaluating roundabout safety, and ranking roundabouts accordingly. This approach proves invaluable for planners and city managers when they desire to allocate limited financial resources across several critical roundabouts. Given that resources do not often suffice to address all roundabout safety concerns, a methodology that can prioritize critical roundabouts is quite necessary. The Safe System approach requires that fatal and severe injury crashes should be avoided, but since the data regarding the availability, accuracy, and underreporting of such events are limited, this research employs surrogate safety measures to develop a safety index known as the Risk Score Rate (RSR). The RSR provides a quantitative tool for prioritizing high-risk roundabouts for intervention. By analyzing key safety indicators, it offers a structured approach to identifying locations with elevated crash risk, facilitating targeted resource allocation and data-driven decision-making. This index has 3 main components, namely, Likelihood of Crash, Potential Collision Severity, and Exposure, to show various stages of the risk analyses, and has been applied to a 6-roundabout case-study in Karbala City, Iraq. Furthermore, the findings of this study highlight key factors that compromise roundabout safety, offering urban designers and managers valuable insights for implementing targeted improvements.</p>
