<p>Serious statistics on crash data underscore the profound impact of road safety on global health. Crash reports identify the behavior of drivers, particularly exceeding speed limits, as a critical contributor to the occurrence of these crashes. Such behaviors not only endanger the lives of individuals but also inflict considerable economic harm upon nations. To tackle the problem, proactive steps are taken to cut down the incidence of high-speed collisions. The implementation of safety countermeasures, such as speed control cameras, is a treatment to the commitment of the nations to maintain speed limit laws and enhance road safety. These cameras are strategically installed in accident-prone areas, highways, and urban streets to monitor and record the speed of passing vehicles. Considering the wide use of this countermeasure, especially in Iran with a high number of speed control cameras, it is important to investigate its effectiveness in reducing crashes. For this purpose, in this study, the effectiveness of implementing fixed speed control cameras has been investigated using a negative binomial count model. A total of 570&#xa0;km of rural roads in Khorasan Razavi province with 28 speed cameras were studied in this research. The results show that the Crash Modification Factor of installing speed cameras equals 0.467 so a 53.3 percent reduction in crashes is seen. Concerning the road safety management procedure of the Highway Safety Manual and the importance of economic appraisal, prioritizing projects, and safety effectiveness evaluation sections of the procedure, these results are useful for authorities for budget allotment and decision-making to invest in the implementation or maintenance of speed control cameras.</p>
