Public broadcasting is rightly the subject of criticism. Technological progress and a diverse range of media services from public and private broadcasters, the internet, various streaming services and social media have led to a significant change in the usage behavior of recipients. In addition, the normative justification and social acceptance of public broadcasting is dwindling, with the sector being criticized for cost-intensive spending and for reporting that is too unbalanced and sometimes distorted. On the basis of an analysis of the Third and Fourth State Treaty amending the Interstate Media Treaty, the Kronberger Kreis develops eight specific reform steps to strengthen the governance of public broadcasting. Implementing these reform recommendations would help to generate the highest possible added value for society from public broadcasting and the available license fee revenue. This would not only reduce the costs of public broadcasting, but also strengthen its acceptance among the population – and thus the integrative function that public broadcasting is supposed to fulfill.
