Digitale Souveränität

摘要

Digital sovereignty serves as reference for heterogenous set of political and normative claims associated with the impact of digitization on society. Constitutional economics offers analytical tools to structure the sovereignty discourse on the basis of two categories: consumer sovereignty and citizen sovereignty capture different dimensions of a liberal society. The focus on individual autonomy enshrined in both concepts help to uncover the ambivalences of digitization: on the one hand, digitization unleashes freedoms of consumption patterns and social participation, on the other hand, the technical potential of data extraction and behavioral manipulation reduces individuals’ sovereignty.
