Hybrid Analytical Hierarchy Process for Prioritizing Pavement Maintenance

Pavement maintenance prioritization is an important aspect of managing a pavement network. The analytical hierarchy process (AHP) is a widespread method for prioritizing pavement maintenance. A traditional approach for AHP relies completely on expert opinion and is, hence, subject to bias. This study demonstrates a novel approach to pavement prioritization using Hybrid-AHP (HAHP) that combines actual distress data with expert judgment. Distress weights are calculated based on the parameters’ numerical values and the experts’ opinions. This study demonstrates a method for prioritizing 104 pavement sections located in India. This study compares the ranks with the Road Condition Index (RCI), developed specifically for Indian conditions. The two methods (RCI and HAHP) were compared using the Spearman rank coefficient. The RCI method is suited for only a few roads, but HAHP can be applied to macroscopic and microscopic road networks. The HAHP method was observed as a reliable and efficient way to prioritize pavement maintenance. The HAHP suggested in this study can be applied to a larger network, encompassing the RCI method.
