Dörner and Rundel (2023) examined the organisational actions of adult education centres in Saxony-Anhalt during the pandemic and identified a discrepancy between the normative demands and the actual implementation. The article challenges this criticism and broadens the perspective to encompass organisational theory approaches. Adult education centres are conceptualised as complex networks that exhibit distinct behaviours both internally and in their municipal contexts. Under pressure, individual institutions have developed pragmatic, locally stabilising patterns of behaviour. It can be assumed that this also includes patterns that have not previously been the focus of organisational education research.
