<p>This study first tries to restore the contents of Part V, which were excluded from John R. Commons’ <i>The Economics of Collective Action</i>. Next, by comparing the restored contents with an analysis of independent administrative commissions in <i>Institutional Economics</i> and other books, this study clarifies the new developments regarding democracy and independent administrative commissions made in this last book. The decisive theoretical advance of this last book is his consideration of the institutions necessary to preserve democracy in the face of fascism and communism. Specifically, in Part V, Commons clarifies why collective actions developed in independent administrative commissions preserve democracy.</p>
