Business continuity and workforce dynamics under climate shocks: insights from the 2013 Sardinian flood

Exploring the impacts of extreme events on firm continuity and size is increasingly relevant as we face a climate crisis. This paper addresses these research questions by analyzing the business interruptions and downsizing resulting from a flood that hit Sardinia (Italy) in November 2013, relying on the EM-DAT International Disasters Database alongside micro-data on employers and employees from INPS (National Social Security Institute). We estimate the impact of the 2013 Sardinian flood on businesses and workers in the affected area using a difference-in-differences (DiD) approach. The results indicate that the flood caused an increase in business closures and a reduction in the number of workers, but the surviving firms managed to recover in the two years after the flood. Spillovers to neighboring provinces are also suggested by the results.
