<p>As a refined contemporary travel paradigm, cultural tourism is increasingly displacing traditional models, becoming the principal catalyst for tourism development in culturally rich regions. The unique and varied nature of cultural resources possesses substantial appeal for modern travelers. Through the enrichment of tourist experiences with profound cultural significance, the synergy between cultural and tourism sectors becomes instrumental in strengthening the market competitiveness of China’s cultural tourism offerings. Assessing this competitive landscape, particularly within the interconnected strategic frameworks of rural revitalization and banking sector support, presents a characteristically intricate multiple-attribute group decision-making (MAGDM) problem requiring sophisticated analytical approaches. To address this specific MAGDM scenario, the TODIM and CoCoSo methods were selected as core analytical tools. Given the inherent uncertainty in cultural tourism competitiveness evaluation in rural revitalization, intuitionistic fuzzy sets (IFSs) were adopted to accurately represent ambiguous decision-related information throughout the evaluation process. This paper develops an intuitionistic fuzzy TODIM-CoCoSo (IF-TODIM-CoCoSo) approach, tailored to resolve MAGDM problems within the IFS framework. To verify the effectiveness of IF-TODIM-CoCoSo method, a practical case study focused on cultural tourism competitiveness evaluation in rural revitalization was designed and implemented.</p>
