<p>In the rapidly evolving business landscape, making informed and reliable decisions under uncertainty has become a significant challenge. The problem of an unstable situation when assessing a business, which is addressed in this paper, is the proposal of a new hybrid multi-criteria decision-making (MCDM) tool that will be used to combine picture fuzzy step-wise weight assessment ratio analysis (PF–SWARA) with combined compromise as a solution to ideal (CoCoFISo). With the help of picture fuzzy sets (PFSs), one will be able to consider unclear decisions, and, thus, the overall accuracy of the process will be improved. The methodology is confirmed in the actual research, which reviews thirty business opportunities, paying attention to seven significant and effective criteria, such as financial health, new ideas, risk management, and so on. Three professionals analyzed each of the options within the PF–SWARA–CoCoFISo framework to arrive at the best alternative in difficult situations. The results showed that the favorable choice of an authentic business analysis is the most reliable is <InlineEquation ID="IEq1"> <EquationSource Format="TEX">\({A}_{1}\)</EquationSource> <EquationSource Format="MATHML"><math> <msub> <mi>A</mi> <mn>1</mn> </msub> </math></EquationSource> </InlineEquation> (business growth plan). In addition, the sensitivity and comparison analysis will test the effectiveness of the proposed methodology and offer the managers and stakeholders a useful tool in the uncertain scenario.</p>
