<p>Wind energy is a critical strategic industry for Taiwan’s low-carbon transition, energy conservation, and carbon reduction goals. The development of offshore wind farms requires careful consideration of factors such as turbine placement, maritime navigation, marine ecosystems, and the socio-economic interests of fishing communities. However, past studies have inadequately analyzed the comprehensive impacts and interactions among diverse stakeholders, including developers, shipping companies, fishermen, and fishing associations. This study examines the Changhua offshore wind farm through qualitative interviews, field investigations, and secondary data collection to assess its economic and ecological effects. The findings indicate that fishermen and fishing communities bear the greatest ecological and economic burdens. The government must strengthen measures to safeguard their rights and interests. This study not only fills the research gap in existing studies that did not examine all stakeholders, and also clarifies the types and interactive effects on stakeholders in wind farm navigating channel planning.</p>
