Failure and Retrofit Rectification of Reinforced Soil Wall on Hill Road

A wide expansion of transportation network has been undertaken in the hills, entailing massive construction activities including stabilization of hill slopes by mechanical means, various types of Retaining structures in the valley side for the purpose of lane augmentation, viaducts, etc. Retaining structures are expensive and are vulnerable to failure and distress if any mishap strikes, say a natural calamity or human activity jeopardizing the connectivity, communication and business, affecting the locals and the tourists. This paper presents one such untoward incident, whereby a composite retaining structure constructed in 2019 in the Himachal region got partially washed away on the valley side following unprecedented heavy rainfall during the monsoon of 2022. The retrofit rehabilitation of this reinforced soil structure system aligned on a curvilinear to linear approach proved to be more challenging than initial construction. The functional road caved in causing complete diversion of traffic in this section and time was of utmost essence. Keeping the multiple constraints of safe running of traffic, timely opening, constructability, etc., in mind, several options were studied. Sometimes, economics gets the backseat and technology, and engineering prevails. The conventional approach would be dismantling the existing system and rebuilding the system in entirety. However, with prudent engineering, more than 50% of the system could be retained by strengthening the relevant sections and only rebuilding the washed away portion using the concept of Shored Mechanically Stabilized Earth (SMSE) wall system. The paper includes the option studies, their feasibilities, the economics, and the details of the final option chosen and constructed.
