The Hub and Spokes Agile Wheel Model: A Scalable Framework for Building Responsiveness in Resource-Constrained MSSIs

Micro and small-scale industries (MSSIs) are the driving force in India’s economy, especially with regard to employment generation and local area development. However, they are always plagued by issues like technological obsolescence, limited capital, and the inability to responsd to rapidly changing market needs. Agile Manufacturing (AM), a people-centric, flexibility-based, velocity-oriented, and responsiveness-based philosophy that aligns people, technology, and organizational systems, is one probable avenue for enhancing the competitiveness of MSSIs. This paper is an account of a wide-ranging study on the prevailing manufacturing culture in MSSIs of the Mangalore–Puttur industrial belt of Karnataka, India. Drawing on qualitative survey and interview analysis of 116 MSSIs, we examine gaps in agility and propose a tailored Agile Manufacturing Framework (AMF) to improve their responsiveness, adaptability, and long-term sustainability. The findings indicate dramatic gaps in strategic planning, integration of technology, and human resource development. Our developed framework bridges the gaps and presents a practical guide for AM implementation in MSSIs.
