Determining Passenger Car Unit for E-Rickshaw on Divided Indian Urban Roads

Passenger Car Unit (PCU) significantly converts a mixed traffic volume into a homogenous equivalent. While the Indian Highway Capacity Manual (2017) recommends distinct PCUs for eleven different vehicle categories, it does not recommend any for E-Rickshaws (ER). As ER has shown tremendous growth in Indian urban traffic over the last decade, its presence cannot be ignored while characterizing an urban traffic stream. However, in the absence of PCUER, the transportation officials are compelled to adopt any suitable value on an ad-hoc basis often leading to an inaccurate estimation of traffic volume or any other relevant parameters. In this context, the present work utilizes various state-of-the-art methodologies to estimate the PCUER for Indian-divided urban roads. The study investigates the method-wise variation in the outcome and compares the obtained PCUER with those recommended for other three-wheeler categories. The study found the static PCUER as 0.78 and its range of [0.53–1.80]. Further, a sensitivity analysis found PCUER sensitive to the operating condition of the road as it decreases with the increase in traffic density. PCUER is also observed to vary meaningfully with the change in proportion for various vehicle categories. While it is less sensitive to the proportion of small-sized vehicles, it is found to be significantly influenced by the change in the proportion of larger vehicle categories. The outcomes of the present study i.e. the static PCU, sensitivity graphs, and the framework for sensitivity analysis will be helpful for transport officials to adopt a suitable PCU for ER under a given operating circumstance.
