<p>Most people are mobile almost every day. They travel to work, run errands, visit friends. Moving around in public transport involves many other road users using different modes of transport. Road safety education and mobility education have been in place for many years to prepare the younger generations for road use. In this article, we analyse the current state of control in the education system in the form of laws, ordinances, decrees and other documents and the concrete implementation in schools for the cross-cutting topic of mobility education in Germany. We analyse the steering documents at the federal, KMK, state and school levels and conduct a&#xa0;representative survey of schools. We found a&#xa0;great deal of heterogeneity in the management of the cross-cutting issue of mobility education at state level. The coherence between the levels of the education system can predict whether mobility education is implemented at school level and how it is implemented. In particular, the binding nature at state level and the regulatory density of the content contribute to more successful implementation. The cross-cutting topic of mobility education thus shows the special features and challenges of the federal education system in Germany. This suggests that the multi-level education system in Germany is loosely coupled and that many actors influence the concrete organisation of educational content.</p>
