Costs associated with a flood event can be covered as part of holistic flood risk management (FRM) either at present by implementing preventive flood protection measures (reliability costs) or in future when dealing with floods. Against the background that flood risk cannot be eliminated, FRM bears risk costs in the second case. For raising awareness and planning measures, a holistic FRM requires appropriate tools to optimize risk and reliability costs during planning phase. Subsequently, requirements regarding structural reliability and probability of failure may be derived from the economic optimum. Numerical optimization methods, such as genetic algorithms, are suitable for the methodical implementation of such an optimization. This paper exemplifies the implementation and evaluation of a risk and reliability costs optimization using the example of the landside slope failure of a homogeneous river levee.
