<p>Digital transformation is a continuously evolving process as the divergence in demand and supply of digital services increases in societal setup. Success of any digital transformation depends on how the users adopt the services in their daily lives. Despite the variations and dynamism in digital service deliveries, global and national policies strive to engage with and serve the citizens. Almost all member countries of the United Nations have partnered for metrics-based measurements of citizen services. The latest inclusion is the local online service index (LOSI), focusing on municipalities, which looks at the services being rendered to citizens. LOSI provides a scope to understand life beyond municipalities delving into the rural space. In this paper, a conceptual framework is developed to appreciate rural LOSI's role and ascertain the service pull and push scenarios for rural citizens. The primary objective of this paper is to develop and validate an AI-based framework that enhances service discovery in rural areas by integrating the LOSI framework with generative AI technologies. Specifically, this study aims to analyze the current gaps in rural service delivery, develop an AI-driven conceptual framework for service discovery, and propose a future empirical study in India to validate the framework. Discussions through few use cases provide promising insights into the interdependence of rural–urban AI-supported digital transformation needs. The pilot study reveals that the rural environment has specific information requirements and digital services. AI has the potential to discover these specificities to align with demands of rural citizens and support LOSI to be inclusive.</p>
