<p>The application of network systems in rural infrastructure is constantly expanding, but it also faces security threats such as data leakage and malicious attacks. Due to the characteristics of scattered equipment and limited maintenance capabilities, the network infrastructure in rural areas is confronted with more complex network security challenges. This study aims to explore how to incorporate cyber security into the investment decision-making and benefit evaluation system of rural infrastructure. It analyzes the problems faced by cyber security in the construction of rural infrastructure, combines the characteristics of rural infrastructure, proposes an investment decision-making model that comprehensively considers cyber security factors, and constructs a benefit evaluation system that includes cyber security indicators. Through big data analysis and decision support systems, the cybersecurity protection capabilities and economic benefits of different investment plans are quantitatively evaluated. Research shows that incorporating cyber security into the investment decision-making and benefit evaluation system can significantly enhance the return on investment and operational stability of rural infrastructure projects. By implementing effective network security protection measures, production stagnation losses caused by network failures can be reduced, data security and reliability can be enhanced, and the overall benefits of the project can be improved. The investment decision-making model based on network security optimization can more accurately assess the risks and returns of different investment plans, providing investors with a scientific basis for decision-making. Ye Cheng pointed out that by fully considering cybersecurity factors in the investment decision-making and benefit evaluation process, cybersecurity risks can be effectively reduced, and the return on investment and sustainable development capacity of rural infrastructure projects can be enhanced.</p>
