A Structured Review of Vehicle Registration Number Plate Detection for Improvisation in Intelligent Transportation System: Special Study on Adverse Conditions

The Intelligent Transportation System (ITS) is unavoidable in making our lives easy and safe, especially in congested areas. One of the most exciting reasons is that the daily increase in vehicle utilisation has been drastic over the last few decades. Locating a particular vehicle from these millions of cars is a crucial task, but it is the most demanding one in the present scenario to make our lives the simplest. Various methods are available to find a vehicle with its registered license plate, which is an intensive procedure. All these methods have some limitations in the case of adverse conditions. Automatic Number Plate Recognition (ANPR) is the most active and recurrent area of research under ITS. The applications of ANPR systems are numerous; some of them are traffic surveillance, traffic flow monitoring, parking management, etc. This paper analyses the various approaches for finding and recognising license plates in adverse circumstances, including weather conditions (like fog, rain, and dust) and desperate license plates.
