An Integrated Architecture for Digital Government Transformation: Leveraging Open Data, AI, and Cyber-Physical Infrastructures

Governments worldwide face challenges from data silos, inconsistent standards, privacy issues, and outmoded public sector management paradigms. In an era characterized by rapid technological advancement and increasing demands from governments for transparency, traditional methods of managing public data (both open and non-open) are proving inadequate. This article attempts to delve into the synergies between artificial intelligence and cyber-physical infrastructures, presenting them as critical catalysts in the field of open government data and briefly presents a flexible, four (4) layered architecture for transforming digital governance. The “integration” of the aforementioned disruptive technologies thru an eGovernment platform consisting of four (4) distinct, complementary, and interacting layers is a proposed solution for digital government transformation. A hypothetical SmartCityX scenario checks the architecture, and it provides measurable KPIs and best practices from around the world for putting it into action. Finally, this article outlines the key factors, obstacles, and ways to measure success using Key Performance Indicators (KPIs), based on case studies and best practices, while offering a roadmap for any nation’s needed digital transformation journey and the modernization of public services.
