<p>The digital economy development is of great significance in promoting economic construction and realizing China’s digital transformation. Based on the technology-organization-environment (TOE) framework, this paper constructs a theoretical model influencing the development of provincial digital economy, and takes 30 provinces in China as case samples. It adopts the fuzzy set qualitative comparative analysis method to explore the synergistic effects of six antecedent conditions at the three levels of technology-organization-environment on provincial digital economy development. The results show that: (1) From the perspective of spatial distribution pattern, provincial digital economy development is characterized by differentiation; (2) The individual antecedent condition does not constitute necessary condition for high-quality or non-high-quality development of provincial digital economy; (3) There are four types of configuration paths for the high-quality development of provincial digital economy, namely, organizational human capital driven, technology and environment synergy with enterprise network distribution driven, technology empowered with human captial and market development dual-wheel driven, organization empowered with R&amp;D capability and market development joint supported; (4) The antecedent conditions of achieving high-quality or non-high-quality development of provincial digital economy form an asymmetric relationship.</p>
