<p>Information and communication technologies (ICT) contributing to rapid technological progress play an important role in knowledge-based economies. ICT creation, diffusion and implementation are considered to determine productivity levels across enterprises and sectors as well as stimulate economic development. The efficiency gains are related to the idea of ICT as “enabling technology” and to the General Purpose Technology (GPT) hypothesis, whose verification focuses mainly on the relationship between TFP growth and ICT usage. The aim of the study is to examine the GPT nature of ICT for 13 EU member states in the period 2000–2020. Using the industry-level panel models and EUKLEMS &amp; INTANProd data the hypothesis that TFP growth in ICT intensive sectors is negatively related to the current and positively to the lagged investment in ICT, is verified. The purpose of the study is also to investigate the mentioned time lag and the degree of differentiation of EU economies in this respect. The conducted study provides ambiguous results of testing the hypothesis about ICT as GPT. It was confirmed for 7 of the 13 analysed economies (Sweden, France, Slovakia, Austria, Belgium, the Netherlands and the UK). In the case of the Czech Republic, Finland, Italy and Spain, the evidence of the positive impact of delayed and current ICT investments on TFP growth in ICT intensive sectors was found. The GPT hypothesis was falsified for Denmark and Germany. The study’s implication for policymakers is that it reveals the problem of significant differentiation among EU countries in terms of the time gap associated with the so-called learning period, and thereby, points to the need to review the existing forms of support, strategies, etc. in order to shorten this period.</p>
