The Greek Smart City Transition: Perceptions, Barriers, and Opportunities for Sustainable Urban Growth

As urbanization accelerates, smart cities emerge as a transformative solution for sustainable and efficient urban living. This study explores the transition toward smart cities in Greece, analyzing citizen perceptions, key priorities, and critical barriers. Our findings reveal a high level of public awareness (82.8%), with education playing a significant role in shaping familiarity and acceptance. However, financial resistance remains a key challenge, as 52.1% of respondents are unwilling to pay higher taxes despite widespread dissatisfaction (64.8%) with existing infrastructure. The study identifies energy management, environmentally friendly infrastructure, and artificial intelligence as top priorities for citizens, reflecting a growing demand for sustainability and efficiency in urban planning. Respondents emphasize the importance of municipal services such as traffic management, waste disposal, and smart energy solutions, which directly impact their daily lives. Additionally, AI and IoT are recognized as crucial enablers for building interconnected and intelligent urban environments. These insights underscore the necessity of aligning smart city initiatives with public priorities, addressing financial concerns, and effectively communicating the long-term benefits of smart urban investments. To ensure a successful transition, policymakers must foster participatory, transparent, and inclusive governance models while exploring alternative funding mechanisms. By bridging innovation with public engagement, Greece can accelerate its transformation into a technologically advanced and sustainable smart city landscape.
