Optimal design of temporary care centers in response to a sanitary contingency using multi-objective genetic algorithms

Several countries have faced hospital capacity problems due to the rapid spread of the novel coronavirus “2019-CoV2”. The implementation of temporary hospitals has shown effectiveness in controlling the epidemic. This study addresses the problem of facility distribution for Severe Acute Respiratory Infections (SARI) care centers. In doing so, a mixed-integer non-linear programming model is developed, considering three objectives: minimizing the efforts made by the agents that interact within the system, maximizing the requirements of proximity between departments, and minimizing construction costs, while accounting for minimum dimension requirements and the opinion of expert medical personnel. The model was used in the design process of temporary care centers in Mexico. Because of the conflicting criteria of the objective functions, multi-objective genetic algorithms are used to generate a set of efficient solutions. After that, the final proposal is selected by using TOPSIS, a multi-criteria decision algorithm. The proposed approach can be used to efficiently design temporary care centers.
