<p>This article proposes and experimentally verifies a random fiber laser (RFL) with a wide tuning range in the C + L band using a random phase shifted Bragg grating (RPS-FBG) and an electro-optic modulator (EOM). Adding an L-band erbium-doped fiber amplifier (L-EDFA) to the laser structure, combined with an adjustable bandpass filter (TBF), can generate stable single wavelength output in the range of 1551–1606&#xa0;nm. Actively Q-switched was introduced with the addition of an EOM. By varying the pump power, an oscilloscope may display a stable single to triple pulse output when the external modulating signal frequency is a triangle wave at 20&#xa0;kHz. When the modulating signal frequency is changed to 10&#xa0;kHz, a stable five- to seven-pulse output is observed. The tunable multi-pulse laser has various applications in secure communications, pulse coding, and further fields.</p>
