摘要

Growing pressure on healthcare systems and wider societal wellbeing has increased attention for prevention and public health. Yet structural investments remain limited. This article argues that this is not only due to political constraints, but also to a mismatch between mechanistic policy approaches and the complex, systemic nature of health. The emerging health transition—one of several societal transitions—highlights that health arises from the interplay between individual, social, and ecological factors. This calls for a reorientation of public health: from control to facilitation, from knowledge production to collective learning, and not only health promotion but also protection.
