The Selective Supplier: Germany and Weapons Deliveries to Ukraine

Germany is currently regarded as Ukraine’s second-largest supporter, both financially and militarily. This article examines why Berlin initially refused to provide weapons to Ukraine, and why it approved deliveries in a delayed and selective manner after 24 February 2022. Drawing on Poliheuristic Theory, the analysis argues that weapons deliveries would have violated the core dimensions most important to the government.
