<p>The COVID-19 pandemic marked a&#xa0;paradigm shift in which health became a&#xa0;strategic power resource. This article develops “Health Sovereignty&#xa0;2.0” as a&#xa0;response to EU vulnerabilities in supply chains, technology, and governance. Using securitization theory, it demonstrates how integrating health strategies into security architectures strengthens European autonomy. Strategic health sovereignty requires cross-sectoral resilience and proactive shaping of global orders.</p>

The COVID-19 pandemic marked a paradigm shift in which health became a strategic power resource. This article develops “Health Sovereignty 2.0” as a response to EU vulnerabilities in supply chains, technology, and governance.
