<p>The Islamic Republic is fundamentally challenging the international order. The Hamas attack on Israel on October&#xa0;7 has strengthened Tehran’s perception that it can lay the ground for a&#xa0;post-Western order in the Middle East and beyond. This view has gone hand in hand with Iran being less risk averse in its security policy and more willing to bear the fallout of military escalation. However, Tehran’s revisionist ambitions have clear political and military limitations.</p>
