How modes of collective problem-solving contribute to the formation of international order remains a pivotal issue for International Relations. Drawing on a pragmatist perspective, processes of order formation are analysed as a social practice that evolves through the assignment, attribution, and exclusion of collective responsibilities. In case of the withdrawal from Afghanistan, it is empirically reconstructed how the contexts in which actions are perceived as “responsible” have shifted.
