Evaluating shipyard site selection using a GIS-based hybrid multi-criteria approach for sustainable and strategic planning

This study introduces an innovative methodology integrating fuzzy analytic hierarchy process (FAHP), decision-making trial and evaluation laboratory (DEMATEL), and game theory within a GIS-based framework for optimizing shipyard site selection in İskenderun Bay, covering Adana and Hatay. Sixteen sub-criteria under five main groups were analyzed for their significance and interactions. FAHP handles uncertainties in weight determination, while a derived DEMATEL structure is used to test interaction effects under a modified prioritization logic, and Game Theory synthesizes weights via Nash equilibrium, forming a balanced decision model. GIS-based spatial analyses reveal that 90.92% of the area is highly suitable (Class 4 or 5), while other zones are restricted due to conservation or geological risks. Key criteria include Sea Depth, Road Proximity, and Fault Lines, whereas protected areas, despite high scores, are often excluded due to legal constraints. The model supports sustainable, secure, and efficient shipyard planning by integrating technical, environmental, and socio-economic factors. Future research should incorporate machine learning and societal acceptance to enhance data-driven decision-making. This study serves as a guideline for shipbuilding industry stakeholders, laying the foundation for further advancements.
