Despite all legal and substantive differences, the hospital reform (KHVVG) is expected to be passed. Maxillofacial surgery as an inpatient activity will only be allowed to be performed at locations to which the service group (Leistungsgruppe) has been assigned. These will not be cross-sector care facilities. The structural and process quality requirements to be met by the maxillofacial surgery service group have so far only been defined provisionally. Changes can arise both in the further legislative process and also through the revision to be issued by the German Federal Ministry of Health (Bundesministerium für Gesundheit, BMG) in the form of a legal ordinance. In order to ensure nationwide supply, the state authority can deviate from the requirements. Hospitals that are among the locations with the fewest oncosurgical procedures will be subject to a billing ban from 2027.
