Gender and Foreign Policy: Examining Indonesia’s Digital Diplomacy on X

This paper scrutinizes the infusion of gender aspects into Indonesian foreign policy. In particular, the analysis highlights the Ministry of Foreign Affairs (MoFA)’s official engagement on the social media platform X (formerly Twitter), analyzing communications propagated by both MoFA (@Kemlu_RI) and the Foreign Minister (@Menlu_RI). Applying a qualitative case study framework, this research explores the articulation of gender-related themes within Indonesia’s foreign policy discourses by analyzing the interactional dynamics present on these social media accounts. Crucial aspects of the discussion—including the subjects discussed, stakeholders involved, partnerships formed, temporal context, and communication strategies—are rigorously evaluated. Anchored in both theoretical constructs and empirical data pertaining to digital diplomacy, the investigation finds that although X functions as a pivotal platform for promoting Indonesia’s gender-inclusive foreign policy, its capabilities remain insufficiently harnessed. As a result, the outcomes underscore the imperative for Indonesia to enhance its digital diplomacy in accordance with global commitments on gender equality and to more effectively capitalize on opportunities for the integration of the gender mainstreaming agenda into foreign policy initiatives. By examining Indonesia’s strategies, the study facilitates the convergence of two critical academic areas: gender studies and foreign policy, in association with the field of digital diplomacy.
