<p>This paper aims to provide a more reliable reference for enhancing the quality of public elderly care services in rural areas. It focuses on evaluating rural elderly care services using the SERVQUAL model, which serves as an assessment tool for the quality of rural community-based elderly care. Measurable and relevant indicators are selected for quantitative analysis. In the end, both the perceived and expected values of rural elderly care services are determined, and improvement measures for community-based elderly care are proposed. Through a survey of elderly people aged 60 and above in F Town, Zhanjiang City (with 118 valid samples), the local elderly care service quality is evaluated based on the SERVQUAL model. The evaluation includes multiple dimensions such as government support, hardware facilities, personal perception, and service delivery. The survey results suggest that the local elderly are generally satisfied with the elderly care service. It is found that the overall satisfaction of local elderly people with elderly care services is generally average. The average satisfaction scores for the secondary indicators of government support, hardware facilities, personal perception, and service provision are 3.12, 2.96, 2.92, and 3.02, respectively. Overall, there is still significant room for improvement in the elderly care services in rural areas of China. Later, the family elderly care function, system construction, and government financial investment need to be further improved to promote the equalization of urban and rural public services in the elderly care service. The work innovatively proposes the optimization path of “facility upgrading + strengthening family functions + smart elderly care,” and provides a scientific basis for the government to optimize resource allocation and promote the equalization of urban and rural elderly care services.</p>
