How transformational leadership affects civil servants'voice behavior? A serial mediation model based on the moderating effect of organizational fault-tolerant atmosphere

Voice behavior is an effective approach to promote innovation and development in public sector and existing research on individual voice behavior lacks the investigation of the involved psychological mechanisms. Based on social cognitive and self-determination theories, this research explored the effect and mechanism of transformational leadership on civil servants' voice behavior using questionnaire data from 512 civil servants. The research drew the following conclusions: transformational leadership had a positive influence on civil servants' voice behavior; self-efficacy and public service motivation played chain mediating roles between transformational leadership and civil servants' voice behavior; also, the organizational fault-tolerant atmosphere positively moderated both the relationship between public service motivation and civil servants' voice behavior and the above chain mediation effect. Our results help clarify transformational leadership psychological mechanisms affecting civil servants' voice behavior and provide practical insight on how to motivate civil servants to voice in the public sector at organizational and individual levels.
