Strategic Convergence or Symbolic Engagement? an Empirical Analysis of Morocco’s Development Strategies and China’s Belt and Road Initiative

This paper investigates the strategic alignment between China’s Belt and Road Initiative (BRI) and Morocco’s national development strategies. Using a qualitative content analysis methodology, it identifies areas of strategic convergence, particularly in infrastructure and renewable energy, as well as domains of symbolic engagement, notably governance reform and participatory urban redevelopment, where alignment remains largely rhetorical. Drawing from policy alignment theory, institutional theory, and frameworks on South-South cooperation, the study analyzes over 112 primary and secondary documents, including bilateral agreements, strategic plans, governmental reports, and media coverage. Findings reveal strong alignment in infrastructure development, renewable energy, and industrial sectors, with significant Chinese investments and cooperation mechanisms evident. However, the analysis indicates areas of limited alignment, notably in governance reform and urban redevelopment. The study recommends enhancing institutional dialogue and local stakeholder integration to optimize Sino-Moroccan cooperation outcomes. This research contributes to scholarly debates on BRI’s impact in partner countries and offers policy insights into effectively managing international strategic alignments.
