Strengthening Regional Counter-terrorism Cooperation in Africa: The Role of the Marrakech Platform in Advancing SDG 16

This study examines the Marrakech Platform’s role in enhancing regional counter-terrorism cooperation in Africa, aligning with Sustainable Development Goal 16 (SDG 16) for peace, justice, and strong institutions. Using a multidisciplinary framework, it explores the Platform’s origin, strategic functions, and operational impact. Through qualitative analysis of policy documents, interviews, and case studies, the study evaluates its contributions to institutional capacity, intelligence-sharing, and multilateral governance. Findings highlight the Platform’s strengths and limitations, including coordination inefficiencies, political instability, and resource constraints. The paper reflects upon pathways through which policy could strengthen institutional coherence, community engagement, and ethical technological innovations for effective counter-terrorism.
