<p>Inspection reports produced by multiple accredited agencies not only provide strong quality assurance but also showcase the technical competence of their alliance. By leveraging blockchain technology and consensus protocols, these agencies can collaborate more effectively, creating a flexible and accessible framework for generating inspection reports. Nevertheless, existing blockchain-based inspection generation solutions often focus narrowly on on-chain storage and verification of already generated reports, overlooking secure and collaborative on-chain report generation, active supervision, and privacy concerns. This paper introduces BesCo, a novel consortium blockchain framework that integrates a refined broadcast encryption scheme to address these gaps. Specifically, BesCo supports public and confidential report generation while enforcing flexible on-chain data access and complying with regulatory requirements. We further provide a concrete instantiation of BesCo, leveraging the Practical Byzantine Fault Tolerance (PBFT) consensus protocol to facilitate consensus among multiple inspection agencies. Our security analysis confirms that the framework meets essential security and availability properties. Additionally, our prototype evaluation demonstrates that BesCo achieves good performance in middle-scale networks with up to 40 agencies, where the end-to-end report generation time for reports up to 30&#xa0;KB in size remains within 4586.27&#xa0;ms.</p>
