<p>Early intervention services were developed based on experiences with problematic child protection cases in order to close important gaps in the provision of services that promote the healthy and safe development of children under the age of three. In several respects, they aim to bring about changes that will strengthen private and public accountability and alter the interaction within the structure of responsibility. With its resource-strengthening and low-threshold approach, parents are supported in taking private responsibility for parenting, care, and education. At the same time, early intervention professionals learn how parents can be effectively addressed through early and non-interventionist services beyond tertiary prevention and supported by involving their social environment. The now comprehensive and stable cooperation in local networks is giving rise to new developments and synergy effects, making early intervention a&#xa0;pioneer of innovative modernization in the structure of education, upbringing, and care.</p>
