The article examines why expert recommendations on the prevention of juvenile crime are often perceived as having little political impact. It argues that this perception is misleading, since experts significantly shape programs and regulations while simultaneously responding to political desirability. The paper concludes that crime prevention is never merely a technical issue but always also a normative and political one.
