Prävention von (Clan‑)Kriminalität und Kriminalisierung marginalisierter Minderheiten

This introduction examines the phenomenon of so-called “clan crime” at the intersection of discourse, empirical evidence, and prevention. Drawing on current police situation reports, it demonstrates that the term aggregates heterogeneous forms of deviant behavior while simultaneously functioning as a discursive construction. The text differentiates between media-political problem definitions, empirically existing forms of criminal activity, and repressive as well as preventive modes of response. Using various groups as examples—particularly families with a migration history from Lebanon, refugees from Syria, and marginalized Romnja from Southeast Europe—it discusses processes of unequal labeling and ethnicization, as well as the limitations of repressive strategies and the potential of preventive and communicative approaches. Furthermore, the objectives of the thematic focus are discribed and an overview of the articles included is provided.
