The transfer of institutions to the eastern German states—the establishment of aid organisations, the development of local government administrations, the creation of study programs—proved to be a precarious undertaking involving simultaneous dismantling. Accordingly, the challenges facing social work in eastern Germany cannot be understood solely as a matter of adaptation. Rather, issues relating to university and organisational development must be considered in a nuanced manner.
