The concept of basic child security is intended to eliminate shortcomings of current state support for families and to counteract persistent child poverty in Germany. The essential elements are a consistent vertical redistribution, an appropriate determination of needs and the replacement of the previous variety of measures with just one transfer. However, the draft of a basic child welfare law currently being discussed only includes a bundling of measures; other problems of the status quo in supporting families are not addressed.
