Financial poverty in the family can affect the successful upbringing of children and young people in all areas of life. In order to counter the possible consequences of the often “invisible poverty rucksack” for education, health and social participation as early as possible, local authorities in North Rhine-Westphalia have been establishing and expanding prevention chains since 2002. Municipal prevention chains are a design vision for a long-term, integrated action strategy. The guiding principle is to link the services and benefits of different fields of action and policy along the biography of growing up in order to provide children, young people and their families with the best possible support and to counteract potential disadvantages at an early stage.
