Single-valued neutrosophic CoCoFISo group decision-making approach with hybrid-Frank aggregation operators

As an extension of the fuzzy set and intuitionistic fuzzy set concepts, a single-valued neutrosophic (SVN) set was created to address uncertainty, indeterminacy, and inconsistency in decision-making problems. An SVN set considers truth, indeterminacy, and falsity-membership values for each element, and these values lie within the range [0, 1]. Three types of hybrid aggregation operators (AOs) are used in this study to offer an SVN hybrid Frank-weighted combined compromise for ideal solution (CoCoFISo) model: SVN Archimedean–Frank-weighted AOs, SVN Dombi–Frank-weighted AOs, and SVN Copula–Frank-weighted AOs. These AOs provide suitable generalization and flexibility while addressing risk factors inherent in group decision-making. On the other hand, CoCoFISo's streamlined and scalable approach reduces computing complexity, making it effective and appropriate for decision-making applications. Two case studies: (i) evaluation of the agile methods extreme programming (XP), dynamic system development method (DSDM), scrum and kanban for software development projects and (ii) assessment of virtual reality (VR) headsets meta quest-2, valve index, oculus go, and samsung gear for education metaverse are presented to demonstrate the applicability of the proposed model in the real world. The final ranking order of the considered alternatives is generated based on SVN-CoCoFISo. Comparative and sensitivity analysis of the model confirms its robustness.
